Create and manage user accounts. Assign roles to control access: ENGINEER (RSO — full create/edit), APPROVER (approve reports), AGENT (view-only, no edit/upload), ADMIN (all features).

Role Permissions:
ENGINEER (RSO): Create reports, upload Excel, generate drafts, acknowledge reports, send emails
APPROVER: Approve reports (Stage 2), send emails, view all
AGENT: View-only access — can see reports, download PDFs, but cannot create, edit, or upload anything
ADMIN: All features except user management
